Town Completes Partial Closing on Land for New Public Boat Launching Facility  
Town receives additional funding from Carteret County and NC Parks and Recreation Trust Fund
 
After more than a year of hard work, the Town completed a partial closing on land for a new public boat launching facility on September 1.
 
The Town now owns 4 of the 7 lots that make up the 16-acre Shell Cove North tract, including the half-acre boat basin and dredged canal.  A closing on the 5th lot is scheduled for later this fall.  The Town was able to complete this partial purchase after recent funding awards from the Carteret County Board of Commissioners and the NC Parks and Recreation Trust Fund in August.  To date, the Town has secured $3.2 million in funding from State and County sources for the $4.25 million total land acquisition, and is seeking an additional $1 million from other State funding sources to complete the closing on the remaining 2 lots.  The Town will close on the remaining 2 lots in the next 1-2 years as additional grant funding can be secured. 
 
The 16-acre tract will be combined with the adjacent McLean Park property already under Town control, resulting in a 23-acre soundfront facility that will become the largest public boat launching facility on the NC coast.  The NC Wildlife Resources Commission has agreed to construct and maintain the new facility, which will have 4 launching ramps and approximately 125 vehicle / trailer spaces.  The new facility will be located directly adjacent to Chapel By The Sea near mile marker 18 on NC 58.
 
Design and permitting will begin immediately, and the Town and the NC Wildlife Resources Commission will be working to open the new facility as soon as possible.  The Town is pleased to be able to ensure that our residents, property owners, and visitors will have plentiful boating access in perpetuity.
 
The Town extends a special thanks to all funding partners, including the NC Wildlife Resources Commission, the NC Division of Coastal Management,  Carteret County, and the NC Parks and Recreation Trust Fund.

Static Line Exception Rule Now In Effect  
Town to submit request for "Static Line Exception" to the CRC in 2010
 
The NC General Assembly adjourned in August without taking action on an appeal associated with the NC Coastal Resources Commission's (CRC) "static line exception" rule.  The result is that the new rule, originally adopted by the CRC in September 2008, is now in effect. 
 
The new rule enables the Town to petition the CRC to qualify for a "static line exception".  The Town must submit a long-term beach nourishment plan that outlines sand sources and funding sources for review by the CRC.  If the CRC approves the Town's plan, a static line exception is granted and property owners may utilize the actual first line of stable vegetation for oceanfront setback purposes instead of the "static line" currently used.  In Emerald Isle, this could potentially restore conforming status to oceanfront homes in eastern Emerald Isle.
 
The Town will be developing its long-term beach nourishment plan this fall, and the Board of Commissioners is expected to consider the Town's plan by the end of the year.  The Town's plan would then be submitted for CRC review and consideration in early 2010.  If the CRC approves the Town's plan, property owners in eastern Emerald Isle would be required to meet the required oceanfront setback from the actual first line of stable vegetation.  If the property can meet the setback (and therefore becoming conforming again), any new development or redevelopment would be limited to 2,500 heated sq. ft. and could not be located closer to the ocean than adjacent structures. 
 
The Town was one of the main proponents of this rule change in 2007 and 2008, and is pleased to see it finally become effective.  The Town is optimistic that the CRC will ultimately approve the Town's long-term beach nourishment plan.

We've Moved!  
The new Town Administration Building is complete, and Town staff have relocated to the new building.  The new building is located across NC 58 (Emerald Drive) from the Town Hall complex. 
 
Individuals interested in doing business with the Mayor, Commissioners, Town Manager, Finance Office, Tax Office, and Town Clerk, as well as general inquiries of Town government, should visit the new building. 
 
After more than two years of serving as temporary office space for Town staff, the Town Meeting Room will again be utilized for monthly Board of Commissioners meetings.  The Town Meeting Room is also again available for use by the public for group meetings.
 
The physical address of the new building is 7509 Emerald Drive.  The Town's official mailing address has not changed, and is still 7500 Emerald Drive for all Town departments and staff.
Household Hazardous Waste Collection Day - September 26  
The Coastal Environmental Partnership will hold a Household Hazardous Waste and Electronics Collection event on Saturday, September 26 from 8 am to 1 pm.  The event will be held at the Carteret County Health Department on Bridges Street in Morehead City. 
 
Items collected include paints, used motor oil, fertilizer and pesticides, gasoline, anti-freeze, batteries, computers, televisions, cell phones, and other similar items that can not be disposed of with regular trash in a landfill.
