Important Beach Regulations!

 

After a long and colder-than-usual winter, we are all glad to have the 2011 summer season upon us!  We hope everyone will enjoy their time in Emerald Isle this summer!

 

In order to promote an enjoyable beach experience for everyone, we ask everyone to abide by the following important beach regulations:

  • Please dispose of trash and recyclables in approved containers, which are provided approximately every 1/10 of a mile along the beach strand.  Please keep our beach clean and beautiful!
  • Dogs are permitted on the beach strand, but must be kept on a leash at all times, including the surf zone.  Please pick up your dog's excrement from the beach strand and dispose of it in a trash receptacle.
  • Fireworks that explode and/or leave the ground are illegal, and will be confiscated by the Police Department.
  • Please stay off the dunes!  They are our first line of defense during hurricanes!
  • Please fill in any holes that you dig on the beach before you leave for the day.  Large holes are a safety hazard for other beach visitors and emergency personnel, particularly at night.
  • Camping overnight is not permitted on the beach strand.
  • Fires are not permitted on the beach strand.
  • Unattended beach equipment (tents, canopies, etc.) must be removed from the beach strand each night.  Failure to remove these items will result in confiscation by Town personnel.

Emerald Isle Boating Access Area is Now Open

 

The new Emerald Isle Boating Access Area is now open to the public.  The new facility is located on Bogue Sound near mile marker 18 on NC 58 (adjacent to Chapel By The Sea), and has a clearly marked channel to the Atlantic Intracoastal Waterway.  

  

The new boating access area has 4 launch ramps and parking for 112 vehicle / trailer combinations.  The new facility is open every day, and there is no charge to launch a boat.  Enjoy your boating and fishing adventures!

Beach Patrol and Lifeguard Services To Begin in Late May

 

The Emerald Isle Fire Department is gearing up for the summer season, and has recently hired several new Beach Patrol and lifeguard personnel.  Intense training will occur in May, and Beach Patrol and lifeguard personnel will begin work on the beach strand in late May, just in time for Memorial Day weekend. 

 

The Town will deploy two mobile personnel on ATVs who will roam up and down the beach to perform water rescue, ordinance enforcement, and public assistance duties every day.  For the first time, the Town will also station two fixed lifeguard personnel at the Town's two regional beach access facilities. 

 

Beach Patrol and lifeguard personnel will be on duty 7 days a week through the entire summer until after Labor Day weekend.

Town Streets Scheduled for Resurfacing in May

 

The Board of Commissioners recently awarded the 2011 street resurfacing contract to Onslow Grading and Paving, Jacksonville, NC.  The following Town streets will be resurfaced in May:

  • Washington Street (entire length)
  • Heverly Drive (entire length)
  • Dorothy Court (entire length)
  • Wiley Court (entire length)
  • Shell Drive (entire length)
  • West Warren Street (entire length)
  • Hancock Drive (entire length)
  • Fairview Drive (entire length of soundside segment).

Fire Department Receives $97,043 Grant

 

The Emerald Isle Fire Department was recently awarded a $97,043 grant from the US Fire Administration for the replacement of Fire turn-out gear and pagers for all paid and volunteer firefighters (35 sets of each).  The Town's match for the grant is $5,107.

 

The new equipment will help to keep our Fire personnel as safe as possible in dangerous situations, and these grant funds will help to keep the Town's tax-supported expenses as low as possible.

Emergency Storm Water Discharge Approved, Ready for Construction in Emerald Isle Woods Park

 

The Town utilizes Emerald Isle Woods Park as a receiving site for storm water pumped from various locations along the Coast Guard Road corridor.  The Town's system is a model storm water project that includes 5 different storm water treatment features, and has been praised by State and Federal regulators and environmental groups.

 

After several years of analysis, discussion, and negotiations with State regulators, the Town recently received authorization for an emergency discharge from EI Woods Park. The Town will be able to utilize this discharge from vast wetlands through an enhanced natural swale to the Bogue Sound marsh ONLY when Bogue Sound is closed to shellfishing.  This discharge greatly enhances the receiving capacity of the EI Woods Park system, and will enable the Town to eventually connect additional pumps (at The Point and Lands End) to the system.  The emergency discharge will also provide relief for the Cape Emerald subdivision.

 

Construction of this discharge is set to begin in May, and should be complete prior to the 2011 hurricane season.  We hope we won't need to use it this year, however!

Don't Wait Until the Storm Approaches to Get Your Hurricane Re-Entry Permit!

 
The Town utilizes a hurricane re-entry permit system to control access to the Town after a severe hurricane event.  Each property previously received permanent re-entry permits, and these permits are intended to be transferred with the property.  If you are a property owner, and do not have your permit or need an additional permit, please visit the Town Administration Building or call 252-354-3424 to secure a re-entry permit.  The cost for a replacement or additional permit is $25. 
  
Please check to make sure you have your permit now.  Please don't wait until the storm is approaching to secure a new re-entry permit, as the lines are often long and Town staff is also busy preparing the Town for potential hurricane impacts.  Thanks for your cooperation and patience! 

Brief Project Updates

 
Coast Guard Road Multi-Use Path Extension
The new .3 mile segment from Deer Horn Drive to Emerald Isle Woods Park is now complete.  Enjoy! 
  
NC 58 Multi-Use Path Extension
A contract has been awarded for this .2 mile extension on the east end between Ocean Drive and the Eastern Ocean Regional Access, but has been delayed by engineering requirements.  These issues are nearly resolved, and work should begin in May.

 

Eastern Emerald Isle Beach Nourishment Project
The Town continues to seek a permit to complete a small beach nourishment project in eastern Emerald Isle.  The Town hopes to complete this work in early 2012, however, permitting challenges may delay this work until early 2013.

NCDOT Project Updates

 
NC 58 Resurfacing
All resurfacing work is complete, and NCDOT's contractor is nearly finished with the installation of smooth transition areas to side streets and commercial driveways.  Permanent pavement markings are expected to be installed along the entire length of NC 58 in early / mid-May. 
 
Electronic Message Signs
The new NCDOT electronic message signs at the base of the Emerald Isle bridge are complete, but technical glitches with the traffic sensors are still being resolved.  NCDOT hopes to have these signs fully functional before Memorial Day weekend.  

FY 11-12 Recommended Budget Presented on May 10

 
The FY 11-12 Recommended Budget will be presented to the Board of Commissioners at their May 10 meeting.  The Recommended Budget will not include a General Fund tax rate increase (will utilize the revenue-neutral tax rate), and will include new beach district tax rates for oceanfront and inlet-front property owners that are significantly lower than the past.   The Board of Commissioners will review and adjust the Recommended Budget in May and June, and will formally adopt the FY 11-12 budget no later than June 30.
    
A complete copy of the FY 11-12 Recommended Budget will be posted on the Town's website (www.emeraldisle-nc.org) by May 10.   
Resident and Taxpayer Beach Access Parking Permits Available  
The Town began charging a $10 per vehicle per day fee for parking at the Eastern Ocean Regional Access and Western Ocean Regional Access on weekends and holidays in April, and the parking fee will remain in effect until September.  The parking fee is not charged on weekdays, or after 4 pm on weekends and holidays.

 

Emerald Isle residents and taxpayers are eligible for 2 free annual parking permits for the Eastern Ocean Regional Access and Western Ocean Regional Access.  The parking permits will be granted only for vehicles registered in the name of the resident or taxpayer, and are not transferable.
 

Emerald Isle residents and taxpayers must display the appropriate permit sticker on their windshield in order to avoid the parking fee.  The permit sticker can not be obtained at the regional beach access facilities, and must be obtained prior to visiting the regional beach access facilities.  To obtain your free parking permit, please visit (7509 Emerald Drive) or call (252-354-3424) the Town Administration Building during normal business hours. 


  All proceeds from the new parking fee are earmarked for Town services at these facilities, including lifeguards, Police protection, custodial services, maintenance activities, and other operating expenses.  

There are no fees to utilize all other beach access and sound access locations in Emerald Isle.

Overnight Beach Equipment Exception Permits Available

 

Town ordinances require that all unattended beach equipment (tents, canopies, chairs, volleyball nets, etc.) be removed from the beach strand between 7 pm and 8 am daily, and Town staff regularly enforce this ordinance.  The penalty for leaving unattended beach equipment out overnight is confiscation, so please make sure you remove all unattended beach equipment at the end of the day.

 

Oceanfront property owners (between the 3000 block and The Point) ONLY are eligible for 2 exception permits, and these exception permits can be obtained by visiting (7509 Emerald Drive) or calling (252-354-3424) the Town Administration Building during normal business hours.  Exception permits are available now, and are valid for the entire 2011 season.  Please note that the 2010 exception permits are no longer valid.   

Emerald Isle Crime Map Available on Town Website

 

Emerald Isle is fortunate to enjoy a very low crime rate, however, there are isolated instances of crime. The Town strives to provide the best possible information to our property owners, and in an effort to improve awareness and spur more diligent neighborhood watch efforts, the Police Department is now posting a quarterly map of felonious crimes on the Town's website.  The map can be accessed at http://www.emeraldisle-nc.org/crime.htm .
