The meeting was called to order by Chairman Mike Johnson, members present were: Chairman Johnson, Winton Smithwick, Russell Adams, Kathy Koren and Mark Brennesholtz.  Also attending were Planning Director, Kevin Reed and Secretary, Carol Angus.

 

The minutes of the last regular meeting of June 11, 2003 were found to be incomplete and will reappear on the next Board of Adjustment agenda for consideration and approval.

 

Case 04-V-01.  A request by Bogue Banks Water Corp for a variance to Section 19-102, Paragraph 6(b) of the Town Code in order to allow for the construction of an elevated water storage tank that would exceed the 100 foot height limitation.

 

Ms. Kathy Kraft, Bogue Banks Water Corp. Office Manager, appeared on behalf of the corporation to represent the request.  Ms. Kraft stated that the height of the tank is necessary to achieve the necessary gravity flow to obtain the pressure needed for this part of the town.  It will be approximately the same height as the existing tanks in Emerald Isle.

 

Mr. Brennesholtz had a question regarding the color of the tank and asked that it be a color that would allow the tank to be as inconspicuous as possible.  He suggested a light green.  Ms. Kraft responded that there have been some suggestions for the color to be used, one being the sand color, but there will be no conspicuous attention drawn to the tank.

 

Ms. Koren asked if there will be antennae permitted on the tank.  Mr. Reed responded that in order for telecommunication providers to construct antennae on the tank, they would have to adhere to requirements set forth in Chapter 20 of the Town Code.  Since this tank was not in existence when that chapter was adopted, a Special Use Permit would be required.

 

There being no further questions by the Board a written ballot was taken.  The ballot was 5-0 in favor of granting the variance.  There was no rationale stated for this decision.

 

Motion to adjourn was made and seconded, with unanimous vote in favor of the motion.
