EMERALD ISLE Chairman Ceil Saunders called the meeting to order at 6:00 pm. Members present were: Ceil Saunders, Jim Craig, Jerry Huml, Frank Vance, Bob Smith, Robert Conrad and Eddie Barber. A motion was made by Jerry Huml to approve the minutes of the May 24, 2004 Board meeting. The motion was seconded by Eddie Barber and passed unanimously (6 to 0). Planning Director, Kevin Reed, advised the members of the Town Board of Commissioner’s agenda items. Mr. Reed stated the new color scheme for the “Eagles” store was approved by the Town Board of Commissioners. Mr. Reed went on to say the amendment that would allow fiberglass pools in the CAMA ocean erodible setback area was approved by the Town Board of Commissioners. There was a proposed amendment to the Table of Permitted and Special Uses specifically to address an operation such as “Island Automation”. Kevin Reed advised that for the month of May the Planning and Inspections Department had issued a total of 7 permits for new homes and a total estimated value in excess of $2.6 million. This brings the fiscal year total to over $34 million and the department has collected approximately $236,000 in fees. Consider a possible amendment to Section 19-73 of the Zoning Ordinance, which regulates the exterior color of certain commercial structures. The members discussed this topic and agreed that they would like to see all commercial structures, regardless of the date they were permitted to build, have to comply with the Town’s color scheme. Mr. Reed suggested the town come up with an updated color chart. A color chart with general colors agreed upon. A light version and a dark version and realize that in between is also acceptable. Chairman Ceil Saunders, as well as the other members of the Board agreed to this and Mr. Reed agreed to pursue the idea. The general consensus was to close all loopholes as much as possible. COMMENTS: Mr. Reed addressed a question raised about the possible zoning change from RMH to R2 in some areas of the Town of Emerald Isle. He is doing some legal research at this time to see what option is available to us in regards to the public notification requirements. A possibility would be to amend the zoning ordinance first, so that there would be an easier approach to informing the public. Chairman Ceil Saunders asked Mr. Reed if we were doing anything in regards to State Senate Bill 1161 – Military Planning. Mr. Reed informed the Board that Bill 1161 would simply require you to notify any military installation, that is within 5 miles of your political boundary, of any change in zoning or any governmental action that is undertaken with regards to a piece of property. Chairman Ceil Saunders asked Mr. Reed if there were any developments in regards to the property on Coast Guard Road involving Mr. Burnette. Mr. Reed informed the Board that Mr. Burnette was still working with engineers on a final grading and a stormwater plan. Mr. Reed anticipates that Mr. Burnette will have material for review of this project on the July 2004 Agenda. Mr. Reed informed Planning Board members that the proposed car wash on Crew Drive is still before the Technical Review Committee since the plans were substantially incomplete. Mr. Bob Smith had concerns involving a number a beach access walkways that were recently rebuilt. There seems to be old lumber lying about with nails sticking up in the wood. He stated, “They are just waiting for a real bad accident”. Mr. Reed explained to the Planning Board those walkways were under the management of the Parks and Recreation Department. Mr. Reed said he would be happy to let Alesia Sanderson, the Parks and Recreation Director, know about the concerns expressed by the Planning Board regarding this left over lumber what appears to pose a hazard. Mr. Jim Craig informed everyone, to their delight, that a turtle nest was discovered this morning on Emerald Isle. There being no further business before the Board, a motion was made by Bob Smith to adjourn. The motion was seconded by Jim Craig and passed unanimously (6 to 0). Meeting was adjourned at 7:00pm.
