MINUTES OF JOINT MEETING BETWEEN THE EMERALD ISLE BOARD OF COMMISSIONERS AND PLANNING BOARD
MONDAY, JANUARY 28, 2002 – 10:00 A.M. – TOWN HALL

A joint meeting of the Emerald Isle Council and Planning Board was held on January 28, 2002 at 10 AM.  Members of Council in attendance were Mayor Art Schools, Commissioner Dick Eckhardt, Commissioner Emily Farmer, Commissioner Pat McElraft, Commissioner Dorothy “Doje” Marks and Commissioner Floyd Messer; members of the Planning Board in attendance were Phil Almedia, Ed Dowling, George McLaughlin, Pat Patteson; members of the town staff in attendance were Town Manager Frank Rush, Town Clerk Carolyn Custy, Inspections Department Head Carol Angus.  ABSENT were Planning Board members Art Daniels, Anne Erikson and Frank Erwin.

            The purpose of this meeting was to discuss roles and relationships, Determine workload priorities, processes and procedures and any other items of interest.

            There was a lot of good discussion among all of the participants.  As a result of the discussion, it was agreed that the following were the major items to work on;

1.      Dunes and Vegetation Ordinance improvements.

2.      Creation of an Appearance Commission.

3.      Special Use Permits Ordinance Improvements (8,000 sq. ft).

4.      Create a new NC 58 Corridor – Gateway Area/Commercial Area Master Plan.

5.      Require sidewalks in commercial subdivisions.

6.      Improve ordinance permitting only one principal residence per building lot.

7.      Remove condo/townhome from MH-1 permitted uses.

8.      Improve level of detail on preliminary plats.

9.      Review standards for private and public streets/determine suitability of private streets in commercial subdivisions.

10. Require street lights and underground utilities in new subdivisions.

11. Consider rezoning some RMH areas to R-2.

It was agreed that Mayor Schools should write a letter to the Town Manager stating that the two inspections Department SOP’s enacted in the summer of 2000 are no longer in effect.

            Mayor Schools called for adjournment at 12:00 Noon.  The Board voted unanimously to adjourn.
