MINUTES OF THE SPECIAL MEETING OF THE EMERALD ISLE BOARD OF COMMISSIONERS FRIDAY, FEBRUARY 25, 2005 7:00 A.M. – EMERALD ISLE TOWN HALL
The special meeting of the Emerald Isle Board of Commissioners was called to order by Mayor Art Schools at 7:00 am. Present for the meeting: Mayor Art Schools, Commissioners Pete Allen, Nita Hedreen, Robert Isenhour, and Floyd Messer. Absent for the meeting: Commissioner John Wootten Others present: Frank Rush Town Manager (Note: Town Attorney Richard Stanley was present for the meeting, including the closed session, leaving the meeting prior to open session) (Note: Town Clerk Rhonda Ferebee arrived at the meeting at 8:15 am following closed session) Motion was made by Commissioner Isenhour to go into closed session to discuss personnel matters, pursuant to NCGS 143-318.11(a)(6). The Board voted 4-0 in favor. Motion carried. Motion was made by Commissioner Hedreen at 8:15 am to return to open session. The Board voted 4-0 in favor. Motion carried. Motion was made by Commissioner Hedreen to excuse the absence of Commissioner Wootten. The Board voted 4-0 in favor. Motion carried. Town Manager Frank Rush provided a detailed update as to the status of the Bogue Inlet Channel / Western Nourishment Project for the Board. Mr. Rush also spoke of issues noted in a letter received from CPE with a request for additional money for permit modifications, and concerns noted in the letter regarding the survey of the inlet done mid-January by McKim & Creed, a third party surveyor. Mr. Rush stated there was a meeting the previous Wednesday which included CPE, Weeks Marine, and Greg Rudolph Carteret County Shore Protection Manager to discuss the progress of the project. Town Manager Frank Rush also brought the Board up to date on all aspects of the Coast Guard Road Stormwater Project. Mr. Rush stated construction was going well and there had been no major problems. Mr. Rush said most of the improvements were completed on the 40 acre site, the work left to do was construct a pond, the catch basins, and the pipes on Fawn Drive leading to the pond on Deer Horn, and the installation of the pump wells at Deer Horn and Conch. Town Manager Frank Rush stated the budget process would be started internally beginning with a staff meeting scheduled for Tuesday, March 1, 2005, adding that the workshop meeting scheduled for the Board of Commissioners would be Friday, March 18, 2005 at 8:30 am at Town Hall. Mr. Rush said that his goal at this point was to reduce the tax rate from 16.5 cents down to 16 cents. Mr. Rush added that Commissioner Isenhour had also expressed concerns that at some point in time, whether this year or in the future, they try to provide some tax relief for the oceanfront property owners paying the 48 cents. Mr. Rush said they would be looking into this concern. Following general discussion motion was made by Commissioner Messer to adjourn the meeting. The Board voted 4-0 in favor. Motion carried.
