Open Enrollment
It's that time of year again - Open Enrollment for Plan Year 2022-2023! Our open enrollment period takes place May 3,2022 through May 18,2022 and is your opportunity to make changes to your health, dental, vision, dependent life, as well as voluntary Aflac coverages.
During this time you may make changes, adding or dropping eligible dependents from coverage. The only other opportunity you have to make these changes outside of open enrollment is when you experience a qualifying life event such as a birth or adoption of a child, marriage, divorce, loss of coverage, etc.
Any new elections or changes will become effective July 1, 2022, and continue through June 30, 2023. If you do not want to make any changes to your coverage, you will need to fill out
Forms to Bring
If you do wish to make changes please complete the medical/ vision/ dental change form (PDF) and email or bring to the Human Resources Office. This will allow any changes to be processed by our provider for the new plan year. If you do not wish to make changes to your plans, please fill out the "Employee Information" section of the form and then the "To Be Completed by Employee" section. In the "To Be Completed by Employee" please indicate that you do not wish to change your plan coverage by stating- "I do not wish to change my coverage".
Health Plan - MedCost - High Deductible Health Plan 3000 with HSA
The Town of Emerald Isle Health Plan will remain with MedCost for the upcoming 2022-23 plan year and you will continue to receive the same benefits with a deductible for employee coverage of $3,000, and dependent deductible of $6,000 in-network. There was no increase in dependent premiums this year for medical. The Town's contribution to employee Health Savings Accounts is subject to Board approval as part of the budget process and that information will be posted at a later date. The plan coverage's remain the same with in-network coverage of 100% after meeting your deductible and Wellness Preventive Care in-network still 100% no deductible. Annual contribution limits to your Health Savings Account (includes all employer and employee elected contributions made in the tax year). Those with individual plans for tax year 2021 may contribute $3,650. Those with dependents covered for 2022 may contribute $7,300. Employees 55 or older may contribute an additional catch-up amount of $1,000. Please be sure if you have pre-tax deductions from your pay to go into your Health Savings Account that the combined employer and employee tax year contributions don't exceed the established IRS annual limits to avoid tax consequences. The Town pays 100% of the health premium for each employee per month in the amount of $550.
Plan Changes for 2021-2022 Renewal
You will again be receiving new medical and dental ID cards this year for the new July 1, 2023 effective date.
Dental Plan - Delta Dental of North Carolina
The Town's dental plan is outlined in the first table below. There is a network of providers for dental service. The dental plan calendar year deductible for individuals is $50 per person. Aggregate family maximum deductible if applicable is $100 per family. Our dental plan has a plan year maximum benefit of $1,000 per person.
Our dental plan provides the option to "buy up" to a different level of dental coverage. The Town will continue to pay the employee only coverage for our standard renewal plan but an employee may elect to choose a different plan as outlined in the options provided below and pay the difference pre-tax from their pay if they so choose.

Vision Plan - VSP (Vision Service Providers)
The Town's vision plan as outlined in the first table below will remain the same this year for vision service when using a VSP network doctor. VSP vision coverage provides for exams every 12 months, lenses and frames every 12 months, or $120 elective contact allowance every 12 months. Exam co-pays are $10, prescription glasses co-pays are $20. There are no vision cards; when you make an appointment tell the doctor you are a VSP member. If you decide not to see a VSP doctor, co-pays still apply, you will receive a lesser benefit, (unless the provider honors VSP), and you'll be required to pay an out of network provider in full and then submit a claim to VSP for partial reimbursement. There were no changes in dependent premiums for vision this year.
Our vision plan proves employees the option to "buy up" to a different level of vision coverage. The Town will continue to pay the employee only coverage for our standard renewal plan - Premier Vision Plan - but an employee may elect to choose the level up plan as outlined and pay the difference pre-tax from their pay if they so choose.

Life Insurance
The Town of Emerald Isle provides basic life insurance coverage through Unum Provident for its full-time employees equal to 1x annual salary amount of the employee. The employee at enrollment or after may also choose to purchase dependent life insurance coverage ($2,000 per dependent, $1,000 live birth to 6 months) for a minimal monthly premium of $0.88 post-tax.
Other Important Reminders
This is always a good time to be sure that your beneficiary information is correct for things like your State Retirement, 401(k) and your basic life insurance coverages provided by the Town in the amount of 1 x your salary.
Changes can occur over time that might cause us to occasionally need to make adjustments to our beneficiary information and that is something easily overlooked until it's too late!!!

Voluntary AFLAC Insurance
Our AFLAC representative is tentatively scheduled to be here June 8 - June 10, 2022. You will have the opportunity to make purchases of any AFLAC products or changes if interested at this time.
