Publix Plans Submitted, Groundbreaking Expected Soon 


Formal building permit applications have been submitted for the new Publix grocery store to be constructed on NC 58 and Crew Drive.  Contractors are expected to break ground in the coming weeks, with a goal to complete and open the new store in spring 2018.  

As part of the project, a new roundabout will be constructed at the intersection of NC 58 and Mallard Drive / Emerald Landing Drive, along with significant street improvements and sidewalks along Emerald Landing Drive and Crew Drive.  These improvements will be constructed during winter 2017-2018 to minimize traffic impacts.

Bike The Banks! - Saturday, May 6 

Register today for the 3rd annual Bike The Banks - Crystal Coast Lighthouse Challenge bicycle rides!

The 2017 event will again feature a 100 mile ride to the Cape Lookout Lighthouse and back, a 50 mile ride to Fort Macon State Park and back, and a 10 mile leisure ride on the Town's bicycle path. Rides begin at 7:30 am, and 8:00 am

All proceeds benefit the Emerald Isle bicycle path network. Join us on May 6 in Emerald Isle!

Town Pursues Development of Meeting and Events Center 


In an effort to generate more economic activity in the Town during the fall, winter, and spring months, and also to promote quality redevelopment in the Islander Drive area (known as Village West in the Town's land use plan and zoning regulations), the Town is pursuing the development of a new "meeting and events center" in this area of Emerald Isle. The "meeting and events center" is intended to host trade and professional associations and other large public events in Emerald Isle, and would be constructed and operated in partnership with a commercial partner. 

As the first step toward this goal, the Town has executed a contract for the purchase of a 1.8 acre parcel of land on Islander Drive that is the site of an abandoned go-kart track.  The parcel is located directly adjacent to the Town's Western Ocean Regional Access facility, and the Town intends to combine the parcels (and potentially others) for the future development of the "meeting and events center" at this location.  Specific plans will be developed by Town officials in the coming months, and the Town will ultimately solicit proposals from potential private partners for the construction of the project.  The Town envisions the new facility will include both public and private components, including an enhanced public beach access facility, the new "meeting and events center", and private commercial investment in an attractive and dynamic center of activity in this underutilized area of Emerald Isle.  The Town is seeking economic development funding from Carteret County for this land purchase, and, if funding is awarded, the Town expects to close on the land purchase in June.  The Town's first task will be to clean-up the property shortly after taking ownership in June.

Bogue Inlet Dredging To Be Completed in April 


The US Army Corps of Engineers (the Corps) will be completing navigation maintenance dredging in Bogue Inlet (the connector channel and across the ocean bar) in early April in an effort to promote a safe navigation channel for the spring and summer boating season. The Corps will be establishing a new, more central location for the connecting channel, and the US Coast Guard will be relocating the aids to navigation to follow the new route. Work is expected to be complete by mid or late April.  Although this work is completed by the Federal government, it is funded exclusively by a partnership between the State and area local governments.

Town Working to Acquire 30-Acre Tract Behind Town Government Complex 


The Town is currently working with MCAS Cherry Point on the acquisition of the largest remaining vacant parcel of land in Emerald Isle for future park development.  The 30-acre tract located directly behind the Town Government Complex includes a mature maritime forest and approximately 1100 linear feet of frontage on Archers Creek, and is located directly within the Bogue Field flight path.  

The Town has executed a contract to purchase the land, and is seeking more than $2.5 million of grant funding from MCAS Cherry Point, the NC Clean Water Management Trust Fund, and the NC Parks and Recreation Trust Fund toward the $3 million purchase price.  The Town expects to learn the fate of all grant applications by September, and hopes to complete the purchase in October.  The Conservation Fund, a national preservation organization with an office in North Carolina, is assisting the Town on this significant project.  

Upon acquisition, the Town intends to preserve approximately 20 acres as a nature park, with public hiking trails and other passive recreation amenities.  The Town intends to reserve the remaining 10 acres for future active recreation facilities, potentially including a soccer field, baseball field, tennis courts, and/or other amenities desired by the community in the future.  The future park will be known as McLean-Spell Park, in honor of the original founders who first began development of Emerald Isle in the 1950s.

Significant Shoaling in Bogue Inlet Main Navigation Channel 

The main navigation channel in Bogue Inlet is shoaling significantly in several locations, and the aids to navigation are not reliable.  The US Coast Guard has essentially “closed the inlet”, which means that boaters use the inlet at their own risk and should not rely on the aids to navigation.   

The US Army Corps of Engineers is scheduled to dredge the inlet beginning on April 18, but the Town will be reaching out to the Corps to see if it is possible to begin Bogue Inlet dredging earlier than April 18.  It is anticipated that the aids to navigation will be repositioned upon completion of dredging activities.

New Sales Tax Bill Would Harm Emerald Isle, Carteret County 


A new bill introduced in the NC Senate, S126, would reduce sales tax revenues distributed to Emerald Isle, Carteret County, and all other municipalities in Carteret County.  If ultimately approved, Emerald Isle is expected to lose an estimated $64,000 - $83,000 of sales tax revenue annually. Carteret County stands to lose an estimated $756,000 - $913,000 annually. Other tourism-dependent communities that have a significant seasonal population would also be harmed by this new bill, including other beach and mountain communities.  

Proposed S126 would establish new adjustment factors for the distribution of a portion of local sales tax revenue, and seeks to allocate additional revenue to poorer, rural counties in North Carolina. The Town appreciates and applauds this goal, but believes that such efforts should be funded by the State of North Carolina rather than certain other North Carolina counties and municipalities. The Town is currently working with other municipal and county officials and our representatives in the NC General Assembly on this issue, and seeks to promote State revenue distribution formulae that recognize the significant economic contributions, significant tax payments, and significant service demands associated with seasonal residents and visitors.

Proposed Expansion of Coastal Barrier Resources System Could Negatively Impact Emerald Isle 


The United States Fish and Wildlife Service has proposed a significant expansion of the Coastal Barrier Resources System (CBRS) in and along Bogue Inlet that has the potential to negatively impact the Town's future inlet management and beach nourishment programs.  The inclusion of the entire Bogue Inlet complex and the land area at The Point in the CBRS program could make it more difficult to secure Federal and State permits for these critical projects, and could also eliminate the Town and County's ability to secure Federal funding for these activities in the future. 

The proposed CBRS expansion is expected to be considered by Congress later this year.  Town and County officials are currently communicating our concerns to the Trump Administration, Senator Burr, Senator Tillis, and Representative Jones, and we remain hopeful that Congress will reject the proposed expansion.

Regional Beach Access Parking Permits Available Now at Community Center  


The Town will begin charging parking fees at the Eastern Ocean Regional Access and Western Ocean Regional Access on weekends and holidays beginning Friday, April 14 (Good Friday holiday).  The parking fee is $10 per vehicle per day.  There is no parking fee on weekdays or at the Town's other beach access facilities at 3rd Street and Station Street.

Emerald Isle taxpayers are eligible to receive 2 annual free parking permits for the Eastern Ocean Regional Access and Western Ocean Regional Access. The parking permits are granted only for vehicles registered in the name of the taxpayer and are not transferable.  Permits are not available at the regional beach access facilities, and must be secured before attempting to access the facilities.  To apply for your permit, please visit the Emerald Isle Community Center or call 252-354-6350. Bogue Inlet Drive Street Improvements Underway 


The Board of Commissioners recently awarded a $135,000 contract for comprehensive street improvements along Bogue Inlet Drive between NC 58 and Bogue Inlet Pier.  Planned improvements include the realignment of the vehicle lanes, street resurfacing, construction of a new 10 ft. bicycle path, the installation of a new storm water swale, and the installation of decorative lights.  The end product will be a brand new streetscape in this popular area of Emerald Isle!  All work is expected to be complete by the end of April, in time for the busy summer season.
