What is the Town of Emerald Isle All About? 


All of us at the Town of Emerald Isle understand and recognize what a special place Emerald Isle is, and we all work very hard to make it even better!  We strive to continually improve our services, infrastructure, and amenities to promote the highest possible quality of life for our residents, and to position Emerald Isle as a premier tourism, retirement, and second-home destination.  

The Town's efforts are guided by the Mayor and Board of Commissioners' policies and directives, and these policies and directives are ultimately rooted in the entire community's needs, desires, and goals.  The Town relies on input from many sources to address community concerns and move the Town forward, while also adhering to several basic principles that are outlined in two documents that summarize the Town's overall approach:  1) the Town's vision statement outlined in the 2004 CAMA Land Use Plan - located at , and  2) the attached memo outlining the Town's "fundamental focus" - located at .  If you are a long-time Emerald Isle resident, property owner, or visitor, we hope that you've observed the implementation of these principles over the years.  If you are relatively new to Emerald Isle, we hope that sharing these documents with you will provide a better understanding of exactly what the Town of Emerald Isle is all about, and that we will be able to enrich your experience in Emerald Isle.

From time to time it's important for all of us to pause and reflect on just how incredibly fortunate we are to be in Emerald Isle.  We could not ask for a more beautiful natural environment, the community of people in Emerald Isle is outstanding, and collectively we are blessed with relative wealth and good fortune.  Although our problems and concerns are certainly valid, and our challenges may at times seem significant, it is important to remember just how fortunate we all are compared to many communities in North Carolina, the United States, and the world.  We are all truly blessed to be able to enjoy Emerald Isle!

FY 16-17 Recommended Budget Presented May 10  


The Town Manager's FY 16-17 Recommended Budget will be formally presented to Mayor Barber and the Board of Commissioners at the May 10 Town meeting.  The Board will then review the Recommended Budget later in May and June, direct any desired adjustments, and is then expected to adopt the Town's official FY 16-17 budget at the June 14 Town meeting.  

The FY 16-17 Recommended Budget is now available for public review at  The total Recommended Budget is $9.45 million, which is 1.9% more than the originally adopted FY 15-16 budget.  The Recommended Budget does not include any property tax or fee increases of any kind, thus keeping the cost of Town government the same in FY 16-17 for our taxpayers.

Senator Jean Preston Memorial Park Opens May 25 - Dedication Ceremony Scheduled for 11 am - Public Invited 

The Senator Jean Preston Memorial Park, located directly adjacent to the Emerald Isle Public Boating Access Area, is nearly complete, and will officially open on Wednesday, May 25.  

A special dedication ceremony is scheduled for 11 am on May 25, which would have been Senator Preston's 81st birthday.  The public is invited to attend and help us celebrate Senator Preston's legacy and this great new soundfront playground in Emerald Isle!

Deck Evaluation Class 


Friday, May 20 -  8:30 am - 12:30 pm  - Town Board Meeting Room

As part of "Deck Safety Month" (May 2016), and as part of our ongoing efforts to improve public awareness, the Town of Emerald Isle (in conjunction with Simpson Strong-Tie and Cox Industries) is hosting another special training class by the North American Deck and Railing Association (NADRA) to educate and to promote deck safety awareness.  

This program is targeted at industry professionals, and is also open to the general public interested in learning more about deck safety.  The program will include instruction on techniques to properly evaluate decks, stairs and railings using the NADRA Deck Evaluation checklist. The NADRA Deck Evaluation checklist has been developed specifically for industry professionals and others as a comprehensive tool to be used to properly assess deck safety issues.  After the program, individuals will understand how to analyze the following deck components, issues, and more:

  •  Stairs
  •  Footings and Posts
  •  Joists
  •  Joist Connections
  •  Girders
  •  Ledger Connections
  •  Deck Boards
  •  Handrail Assemblies and Guards
  •  Recognize proper and improper fasteners
  •  Assess hardware or material corrosion
  •  Review of the safety standards of all (decks, stairs, guards) structures.

Bridge Inspection Work in Effect Next Week - April 11- 15 

NCDOT inspection work and lane closures on the Emerald Isle bridge will be in effect next week, Monday, April 11 – Friday, April 15.

Traffic will be reduced to one lane, with flagmen in place on the bridge.  Expect delays during this time!

Food Vendors at Eastern Ocean Regional Access and Western Ocean Regional Access This Summer 


For the first time, the Town will allow Emerald-Isle based food vendors to operate at the Town's two regional beach access facilities.  Beginning in May, patrons of these two facilities will be able to choose from offerings from Jackie's American Grille, Flipperz, Emerald Isle Wine Market, Ben & Jerry's, Dairy Queen, and Sweet Spot.  These businesses will rotate through each facility, with one "meal" vendor and one "dessert" vendor operating at each location on select days this summer.  

The Town is implementing this program for the convenience of patrons of the regional beach accesses, to provide additional business opportunities for Emerald Isle businesses, and to generate additional revenue for future improvements at these popular facilities.  Enjoy!

New Temporary Sign Rules for Non-Profit Events  


In an effort to balance the Town's strong desire to support the numerous non-profit events in and around Emerald Isle with the Town's aesthetic goals and consistency with business sign rules, the Board of Commissioners recently adopted new temporary sign rules for non-profit events. 

A total of 8 temporary signs are allowed in the NC 58 right-of-way for each non-profit event, with 3 signs up to 24 sq. ft. in size and 5 signs up to 6 sq. ft. in size.  The signs must be neatly prepared (or professionally fabricated), and must be made of a rigid material (i.e., wood, plastic, aluminum, etc.; no banners are permitted).  Signs can be placed up to 30 days prior to the non-profit event.

Street Resurfacing Planned for April  


The Town's contractor will be resurfacing approximately 1.2 miles of Town street segments in April. Streets included in the contract include Lee, Jackson, and Stuart in the Jefferson Place subdivision, Elizabeth, Matt, and Fairfax in central Emerald Isle, Eastview Drive near the downtown area, and Loon Drive across from Emerald Plantation Shopping Center.  Town street resurfacing is funded by the Town's annual Powell Bill distribution from the State, which is derived from Statewide gasoline tax and motor vehicle sales tax.

May is Deck Safety Month! 


To help promote greater awareness of deck safety issues, the month of May is designated as "Deck Safety Month".  The North American Deck and Railing Association has been assisting the Town with various deck safety initiatives in recent months, and their website includes a great deal of helpful information ( ).

The Town continues to encourage all property owners (permanent homes, second homes, condominium units, and vacation rental units) to properly maintain decks, complete periodic inspections, and correct any deficiencies promptly.  Town staff is happy to help our property owners, and there are numerous quality general contractors in and around Emerald Isle who can offer assistance.
