New Flood Insurance Rate Maps (FIRMs) Released for Carteret County and Emerald Isle 

The Federal Emergency Management Agency and the NC Division of Emergency Management have released new flood maps for Carteret County, including Emerald Isle.  The new maps have been developed over the past few years, and are expected to be formally adopted for use in future building regulations and flood insurance rates sometime in early or mid-2017.  The new maps can be viewed at .  

For the vast majority of properties in Emerald Isle, there is no change in the new flood maps. Overall, the changes in the new maps are favorable for Emerald Isle, with a net reduction of 508 properties that have been removed from a flood zone.  In some cases, properties have been completely removed from a VE zone and are no longer in a flood zone, while in other cases the property has been converted from a VE zone to an AE zone (AE is generally less restrictive than VE).  In other instances, properties have been removed from an AE zone or the base flood elevation has decreased slightly.  These changes potentially result in significant flood insurance premium savings and/or reduced regulatory burden in the future.  

Town staff analysis has determined, however, that 99 properties are now added to a flood zone, and some (but likely not all) of these properties could face flood insurance requirements (both for insurance coverage and building regulations) in the future.  A list of these properties is available at . Additionally, there are as many as 40 properties that have an increase in the base flood elevation or a change from an AE zone to a VE zone.  Town Planner Josh Edmondson ( or 252-354-3338) has attempted to identify all potentially negatively impacted properties in Emerald Isle, and is available to assist our property owners with any questions pertaining to the maps and building regulations. Questions pertaining to flood insurance premiums should be directed to your insurance agent.

If you believe your property is negatively impacted, the Town recommends that you retain the services of a professional surveyor to verify the elevation of your lowest habitable floor in the structure, as this determination may negate any potential negative impacts.  Additionally, an appeals process will be formally initiated later this year, and Town staff are available to assist you in this process.  Finally, if you are negatively impacted, you may want to purchase flood insurance NOW in order to take advantage of potential grandfathered rates before the new flood maps become effective in 2017.  Grandfathered rates are somewhat confusing, and your eligibility for grandfathered rates may be impacted by the age and use of the structure, and also by continually evolving Federal legislation.  Your insurance agent should be able to help you determine the best strategy.

Again, for the vast majority of property owners in Emerald Isle (there are approximately 7300 real property parcels in Emerald Isle, and only 1364 are in a flood zone), there is no change in the new flood map.  For most others, the change is a positive change, however, if you are negatively impacted we encourage you to consider all of your options moving forward.  Town staff are happy to help in any way possible.

EIPD Issues Press Release - New Bern Woman in Stable Condition after Hit and Run 

On July 5, 2016 at approximately 2:37 AM Emerald Isle Police, Fire, and EMS responded to Poor Man’s Condo Dr. in Emerald Isle in reference to a report of a woman who had been struck by a motor vehicle that was called in by witnesses. Responding units found Denise Dixon Mullins, 58, of New Bern, NC in serious condition and suffering from several traumatic injuries as a result of the incident.  She was immediately transported to Carteret Health Care in Morehead City by Emerald Isle EMS.

The investigation of this incident by the police department revealed that Mullins and her boyfriend Clyde Alfred Potter, 53, of Blounts Creek, NC had been engaged in a domestic dispute that led to the incident. It was reported that Mullins was being dropped off at a residence in Emerald Isle by Potter and when she attempted to exit the vehicle, Potter sped off and ran her over, before fleeing the scene.  Potter was later apprehended at his home by the Beaufort County Sheriff’s Office.

Potter has been charged with Assault with a Deadly Weapon Inflicting Serious Injury and Felony Hit and Run with injury. He is currently being held in the Beaufort County Jail with no bond. Potter has a first appearance on July 6, 2016 in Carteret County, NC.

At the time of this release Mullins was reported in stable condition at Carteret Health Care.

Reminder - Important Golf Cart Regulations 

The Town's golf cart program continues to grow in popularity, and there are now more than 600 golf carts registered in the program.  The Town is pleased with the program, as it provides an alternative form of convenient transportation, makes it easier to access the beach, and contributes to the Town's overall image as a high quality resort community.  

It is important, however, for golf cart operators to follow the rules for this program, which are aimed at promoting the safety of other motorists, pedestrians and bicyclists, and the individuals in the golf cart.  The most commonly violated regulations are:

  • Golf carts operated on Town streets must be registered with the Town and display a current Town license plate with the new Emerald Isle logo.
  • Golf carts in the Town's program are not permitted to drive on NC 58 or Coast Guard Road. Crossing directly from one side to the other is permitted.  (Note that a golf cart with a standard NC license plate is treated like a typical motor vehicle, and is permitted on NC 58 and Coast Guard Road.)
  • Golf carts are NOT permitted on the bicycle path or sidewalks.
  • The minimum age to operate a golf cart in Emerald Isle is 18.
  • All driving while impaired laws also apply to golf carts, and open containers are not permitted in golf carts.

EIPD Issues Press Release - Arrest Hubert Man Delivering Pills 


Narcotics officers from the Emerald Isle Police Department, Carteret County Sheriff’s Office and Morehead City Police Department conducted an operation Friday, June 24, 2016, that resulted in the arrest of a Hubert man when he arrived to sell prescription medications to “a customer” off of Coast Guard Road in Emerald Isle.  It turns out the “customer” was a group of police narcotics officers.

The operation was set up when a local business owner turned a company phone over to law enforcement that had recently been used by an employee who quit.  The employer was going through the phone and found text messages describing drug transactions and immediately reported it to law enforcement.  Officers decided to use the phone to set up a delivery with the unknowing dealer and when he arrived with 35.9grams of prescription opiates (70 Percocet) he was immediately arrested.

Emerald Isle Police have charged TOBY TERRALL HILL, 47 years old of 221 Riggs Rd., Hubert, NC with:

  • 1 count Trafficking Opiates by Transport

  • 1 count Trafficking Opiates by Possession

  • 1 count Trafficking Opiates by Manufacture

  • 1 count Transport and Manufacture Opiates within 1000 feet of a park.

  • 1 count Maintaining a Vehicle for keeping and selling controlled substances

  • 1 count of Open Container of Alcohol.

Mr. Hill was placed in the Carteret County Jail under a $100,000 bond.

In addition to the narcotics, police also seized cash, a 2009 Dodge Ram 1500 pickup truck and other items of drug paraphernalia.

A Second Helping-Emerald Isle NC is a Community Supported Project to collect leftover food from vacationers as they leave the Island. 

A Second Helping-Emerald Isle 2016 will be collecting Departing Vacationers Left Over Food at two locations this year every Saturday June 18–August 27, 2016

From 7-9 am at Stir It Up Coffee Shop in Emerald Plantation and at the corner of 300 Islander Dr & Hwy 58 beside Bert’s Surf Shop from 8-11am.

The White Oak Ecumenical Outreach/Food Bank will pick up the food and disperse food to the needy in the area.

NC 58 Bridge Lane Closures - June 20 - 27 Night Time ONLY, 9 pm - 6 am Each Night 

NCDOT crews will be conducting bridge inspections on the NC 58 bridge during the week of June 20 - 27, but only during night time hours.  One lane will be closed at certain times each night from 9 pm - 6 am, beginning Monday night (June 20) at 9 pm and finishing by Monday morning (June 27) at 6 am.  All bridge lanes will be open during daytime hours, and traffic should flow freely at all times between 6 am and 9 pm each day. 

These bridge inspections are necessary to determine the scope of future maintenance work on the NC 58 bridge to insure motorists' safety and prolong the life expectancy of the bridge.  More bridge maintenance work is expected in 2017 (mostly under the bridge deck), and that work will also include the installation of higher guardrails on the NC 58 bridge.

The Emerald Isle Police Department is pleased to offer a new, video-monitored internet exchange location to provide a safer environment for individuals to complete internet-based (or other pre-arranged) transactions and exchanges.  The designated internet exchange location is directly across the parking lot from the main entrance to the Police Station (between the Police Station and the Blue Heron Park tennis courts).
