SUBJECT: Capital Project Ordinance Amendments – Coast Guard Road Bicycle Path Extension Project, NC 58 Traffic Signal Pole Project
The Board of Commissioners is asked to approve two attached capital project ordinance amendments at the February 9 meeting. The net effect of the two amendments is the transfer of $44,168 of remaining funds in the Coast Guard Road Bicycle Path Extension Project account for other purposes, and the close-out of that account.
The attached memo from Laura Rotchford, Finance Director, includes an explanation of the two capital project ordinance amendments. The Board should note that the new NC 58 Traffic Signal Pole Project capital project ordinance would reserve $36,000 that is the Town’s committed 5% match for the future installation of new steel traffic signal poles in Emerald Isle by NCDOT.
As you recall, the Town has requested a total of $684,000 from the NC Senate, NC House, and NCDOT for the installation of new steel traffic signal poles at the Coast Guard Road, Emerald Plantation, Mangrove Drive, and Bogue Inlet Drive intersections. Formal requests for State funding have been submitted, however the likelihood of State funding remains uncertain at this time. In addition, the current discussion regarding potential new “roundabouts” at these intersections in Emerald Isle also results in some future uncertainty as to whether or not these funds will ultimately be needed in the future. I recommend, however, that the Town continue to reserve the $36,000 for this purpose in the new capital project ordinance for the foreseeable future. If the Town chooses not to pursue “roundabouts”, I remain hopeful that the Town will ultimately secure State funding for the new steel traffic signal poles to replace the existing creosote poles and wires.
I recommend approval of the attached capital project ordinance amendments.
