SUBJECT:           Capital Project Ordinance – Islander Drive / Western Ocean Regional Access Improvements

The Board of Commissioners is asked to approve the attached new capital project ordinance for the planned Islander Drive / Western Ocean Regional Access Improvements.  The attached ordinance formally appropriates a total of $263,846 for streetscape and beach access improvements.

As discussed several times in recent months, the Town will close on the sale of 203 Islander Drive in August 2018.  The total sale price is $804,000, and after reimbursing Carteret County ($450,000) and the Town’s Future Beach Nourishment Fund ($200,000), a total of $154,000 will remain for investment in the planned improvements.  As you know, the Town has also been awarded a $100,000 State grant for the planned improvements, and there is also a remaining balance of $9,846 available in the original capital project ordinance for the 203 Islander Drive acquisition.  Thus, a total of $263,846 is available for the Islander Drive / Western Ocean Regional Access Improvements project.  

I am currently working with adjacent property owners to solicit their ideas for improvements in this area, and also researching costs for potential improvement features.  I hope to develop a “menu” of potential improvements for Board consideration later this summer, secure Board approval of the desired improvements, and begin construction this fall or winter so that all improvements are complete by the start of the 2019 tourism season.  One significant idea being explored is the potential replacement of overhead electric lines with underground electric lines, and I am awaiting cost estimates from Carteret-Craven Electric Cooperative for this potential improvement.  I have also had discussions with engineering consultants about other potential improvements, and will likely seek their assistance in the coming weeks.

I recommend approval of the attached capital project ordinance.
