SUBJECT:       Appointment – EI Parks and Recreation Association, Inc. (1 Vacancy) - (Summary & Suggested Motions)

The Board of Commissioners is scheduled to consider an appointment to a vacant seat on the Emerald Isle Parks and Recreation Association, Inc. (EIPRA) at the September 11 meeting.

The EIPRA was created by the Board of Commissioners in 2004 to hold title to and oversee the eventual development of a vacant 7-acre tract of land between Chapel By The Sea and Bogue Sound.  The vacant tract was donated to the Town by the heirs of Bill McLean (Paxon Holz was the lead), and included an old abandoned residential landfill that was last utilized in the late 1960s / early 1970s.  In order to protect the Town from any future liability, the EIPRA, a separate non-profit corporation, was created.  The vacant tract was initially envisioned as a soundfront park, and eventually became a part of the overall, 27-acre, Emerald Isle Public Boating Access Area.  The EIPRA still holds title to the 7-acre tract, however, it has been leased to the Town and subsequently leased to the NC Wildlife Resources Commission for the development and operation of the boating access area.  The EIPRA meets very infrequently, and, from a practical standpoint, their only role is to continue to hold title to the originally donated land.

The term of Emerald Isle Parks and Recreation Association, Inc. member Jay Thomas expired in August 2018.  He has expressed interest in being reappointed to the EIPRA for another 3-year term that will expire in August 2021.

The term of member Clay Olsen expires in August 2019, and the term of member Bernie Whalley expires in August 2020.
