MEMO TO:              Mayor Barber and Board of Commissioners

FROM:                  Frank A. Rush, Jr., Town Manager

SUBJECT:           Resolution Accepting Bullet Proof Vest Grant

The Board of Commissioners is asked to approve the attached resolution accepting a $3,500 grant from the US Department of Justice for a portion of the cost to purchase 10 replacement bullet-proof vests for the Emerald Isle Police Department.  The balance of the cost of the vests will be borne by the NC League of Municipalities (the Town’s insurance provider; $2,500) and the Town ($1,400).

The Police Department will utilize these funds to replace approximately 10 vests over the next two years.  Each vest costs approximately $740.  Departmental policy calls for the replacement of all vests every 5 years, and these grant funds and the NCLM program will enable the Police Department to adhere to this policy.

Police Department policy requires the mandatory use of bullet-proof vests, with certain exceptions for medical conditions, undercover work where the use of the vest would compromise the work, administrative duties, certain special events subject to supervisor approval, or on days when the temperature exceeds 85 degrees.

I believe it is essential for our Police Officers to have access to current and reliable bullet-proof vests, and recommend approval of the attached resolution.
