Fundraising Efforts Underway for Jean Preston Memorial Playground

A volunteer group, led by Emerald Isle resident Judy Wilgus, has initiated fundraising efforts for the planned Jean Preston Memorial Playground. The new playground will be located in a large grassy area at the Emerald Isle Public Boating Access area, resulting in a beautiful setting for children, parents, and grandparents to enjoy quality time together.

Jean Preston was a dedicated public servant who was committed to children, education, and Emerald Isle.  She served in the NC House and NC Senate for 20 years until her retirement in 2012.  Sadly, she passed away in January 2013 after a serious fall. Please help us to honor this special lady who represented Emerald Isle so well for so many years.

For more information and/or to make a contribution, please contact Judy Wilgus at  jcwilgus@ec.rr.com  or visit http://www.emeraldisle-nc.org/contribute.htm

23rd Annual Emerald Isle St. Patrick's Festival - March 15, 2014

Make plans now to join us for Emerald Isle's signature special event! Winter will soon be over, and there's no better way to kick off a beautiful spring in Emerald Isle!  As always, there will be plenty of great food, music, vendors, and kids rides on Saturday, March 15 from 9 am - 6 pm!

Storm Water Pipe Installation To Begin Along Coast Guard Road, in Lands End

Work will begin in February on the installation of new storm water pipe along Coast Guard Road and in the Lands End community.

The new pipe will connect the Town's new storm water pump station located at Island Circle (at The Point) to the Town's overall storm water system that discharges at Emerald Isle Woods Park.  The new pipe will also connect existing pumps in the Lands End pond system to the Town's overall system.  These new storm water pipe connections will provide a reliable receiving site for storm water pumped from these areas during future flooding events.

Only minor traffic impacts are expected on Coast Guard Road during February and March.  One lane of Coast Guard Road may be closed periodically between Dolphin Ridge and The Point.  The work in Lands End (along Tradewinds Drive) will likely not occur until April, and should not impact traffic flow within Lands End.

New Playground Equipment To Be Installed at Blue Heron Park

The Town plans to install new playground equipment at Blue Heron Park, located behind the Emerald Isle Police Station, later this spring. The new playground equipment will replace the existing, deteriorating playground equipment that is approximately 14 years old.

The new playground design was selected from 11 proposals, with the final recommendation coming from Town staff based on input from the children and parents in the Town's preschool and afterschool programs.

We look forward to opening the new playground later this spring!

US Senate Approves Delay / Review of Flood Insurance Reforms

Senate Bill 1926, "The Homeowner Flood Insurance Affordability Act", passed the US Senate on January 30 by a vote of 67-32.  The act delays certain provisions in the Biggert-Waters Flood Insurance Reform Act until the Federal Emergency Management Agency completes a study on the affordability of new flood insurance rates and proposes solutions to avoid severe increases that could unfairly harm homeowners and small businesses.  This is a positive development for Emerald Isle, Carteret County, and other coastal and inland river / lake areas that could potentially experience significant premium increases in the future.

Senate Bill 1926 would likely delay significant premium increases by approximately 4 years, and will hopefully result in changes to the Biggert-Waters Act to minimize the financial burden on property owners who complied with the applicable flood requirements at the time their homes were constructed.  Senate Bill 1926 now moves on to the US House of Representatives for consideration.  Congressman Walter B. Jones, Jr. (NC - 3rd District), has gone on record in support of this effort.

Please contact other members of the US House of Representatives and urge them to support Senate Bill 1926.  A complete list of US House members is located at www.house.gov .

NC 58 Bicycle Path Segment Nearing Completion

The Town's contractor, Thomas Simpson Construction, is nearing completion of the new 1.4 mile bicycle path segment along NC 58 between Fairfax Road and Ocean Drive (near the Eastern Ocean Regional Access).  Weather permitting, construction is expected to be complete sometime in February.  The completion of this new segment will result in a continuous bicycle path from Dolphin Ridge (along Coast Guard Road) to the Eastern Ocean Regional Access, a distance of approximately 7 miles.

Golf Carts NOT Permitted on Bicycle Paths

The Town's golf cart program continues to grow in popularity, with more than 300 carts registered.  The Town is pleased to offer this transportation alternative to our residents and visitors, and hopes the program will continue to grow.  Please note, however, for safety reasons that golf carts are NOT permitted to operate on the Town's dedicated bicycle paths along NC 58 and Coast Guard Road.  Violators will be cited by the Emerald Isle Police Department!

Golf carts registered in the Town's program are allowed to operate on all streets in the Town except for NC 58 and Coast Guard Road.  Golf carts are allowed to cross NC 58 and Coast Guard Road, but are not permitted to travel on these roadways.

More Munitions Removal Planned for Wood Island

Marine Corps Air Station Cherry Point and the U.S. Navy are continuing the effort to remove old munitions-related debris from the surface of Wood Island. The island, which is located about ½ mile offshore of Emerald Isle in Bogue Sound near 23rd St., is the site of former Bomb Target 2 (BT-2) and was used to train military pilots in the 1940s - 1950s.

In fall 2010, the Navy removed 3,885 pounds of munitions debris from Wood Island.  In March 2014, the Navy will return to locate and remove any additional munitions-related debris that may have washed onto the shores of the island since 2010. This removal effort should last only a few days.

In the very unlikely event that a munition is found and cannot be safely removed from Wood Island for disposal, it would be safely destroyed onsite in a controlled detonation. Residents of Emerald Isle near Wood Island might hear a muffled explosion.

To ensure public safety, public access to the portions of Bogue Sound near Wood Island will be restricted during this time. The location of the restricted area will be communicated through a Notice to Mariners and by support boats stationed in Bogue Sound to alert boaters.

Wood Island is posted with danger signs. For your own safety, please do NOT anchor boats near Wood Island, or go onto the island at any time!
