Town of Emerald Isle Ready for Another Great Summer!
Town staff are ready for another great summer in Emerald Isle, and welcome everyone to enjoy all that Emerald Isle has to offer!
Town staff will be working hard to provide the best possible services for our residents and visitors:
- Thanks to a recent beach nourishment project, the entire beach strand is wide and beautiful!
- Lifeguards at the Town's two regional accesses and roving Beach Patrol services along the entire beach strand will begin May 20 and continue throughout the summer.
- Emerald Isle Police Department will have additional Police presence on the beach strand and in the Town all summer long.
- Weekend fees are now being collected at the Town's two regional accesses, and will continue throughout the summer. EI taxpayers are eligible for free parking permits.
- New, wider steps have been added at the Western Ocean Regional Access.
- The Emerald Isle Public Boating Access Area has four free launch ramps and plenty of parking!
- Bogue Inlet is in great shape, with a clear navigable channel throughout the entire length. (A new survey is available here .)
- Town crews have the NC 58 right of way looking beautiful!
- Free, weekly EmeraldFest concerts begin June 20 at the Western Ocean Regional Access. Weekly performers will play from 6:30 pm - 8:00 pm each Thursday evening through August 22.
- July 4th fireworks will be fired from Bogue Inlet Pier over the oceanfront!

FY 13-14 Recommended Budget Presented to Board of Commissioners on May 14; Board Will Adopt New Budget in June
The Town Manager's FY 13-14 Recommended Budget is now available for public review. The Board of Commissioners will thoroughly review and consider the Recommended Budget in May and June, and is expected to adopt a new FY 13-14 budget at its June 11 meeting.
The Recommended Budget retains the Town's current 11.5 cent General Fund property tax rate for the Town's current operations, and also includes a 1-cent increase (for a total rate of 12.5 cents) to fund several community improvements. The Board of Commissioners has not yet decided on the 1-cent increase for the "community improvements package", and will make that decision in conjunction with the adoption of the FY 13-14 budget in June.
Hurricane Season Nearly Upon Us - Make Sure You Have Your Re-Entry Permit!
The Town utilizes a hurricane re-entry permit system to control access to the Town after a severe hurricane event. Each property previously received permanent re-entry permits, and these permits are intended to be transferred with the property. If you are a property owner, and do not have your permit or need an additional permit, please visit the Town Administration Building or call 252-354-3424 to secure a re-entry permit. The cost for a replacement or additional permit is $25.
Please check to make sure you have your permit now. Please don't wait until the storm is approaching to secure a new re-entry permit, as the lines are often long and Town staff is also busy preparing the Town for potential hurricane impacts. Thanks for your cooperation and patience!
Police Department Offers Free Gun Locks
The Emerald Isle Police Department is participating in Project Childsafe, a nationwide program whose purpose is to promote safe firearms handling and storage practices among all firearms owners. The Police Department is distributing free firearm safety kits that include a gun-locking device and educational brochure. High Yard Debris Collection Volumes; Collection Delayed Slightly

The Town's yard debris collection program continues to grow in popularity, and the program is now a continuous daily operation for the Town. Residential property owners in need of yard debris collection should contact Town Hall at 252-354-3424 to be placed on the weekly collection list.
With the comfortable spring weather, more people are currently generating yard debris and requesting collection, and the number of collection points and the volume of yard debris is unusually high. Town crews are working hard to collect the debris as quickly as possible, however, some property owners may experience as much as a 2-week wait for collection. We apologize for the delay, and thank you for your patience and understanding as we work through this unusually busy season.
Eagle Scout Project Adds Dog Waste Bag Dispensers at Key Locations
This month's edition of Tarheel Scouter features an article about local Eagle Scout Davis Blivin, Troop 446, Cape Carteret, Croatan Trails District who recently attained his Eagle Scout rank.
Davis, with the help of his scout partners and under the supervision of Emerald Isle Parks Superintendent Ricky Lanier (former Troop 446 Scoutmaster), created free-standing doggie waste litter bag dispensers to help pet owners clean up after their pet at twelve separate locations throughout Emerald Isle.
The Town is grateful for Davis' efforts!
Update - NC 58 Bicycle Path Extension
Construction of a new 0.4 mile segment of the NC 58 bicycle path from Hurst Drive to Fairfax Road has not yet begun (as of May 10), but is expected begin later in May. The Town's contractor, SunLand Builders, will be working hard to complete the project as quickly as possible.
Update - New Soundside Pier at EI Public Boating Access Area
The planned construction of a new 1,000 ft. long soundside pier at the Emerald Isle Public Boating Access Area has been delayed until fall 2013 due to permitting challenges. This grant-funded project will eventually run along the entire western side of the entry canal, and provide additional public access to the waters of Bogue Sound.
Resident / Taxpayer Beach Access Parking Permits Now Available
Emerald Isle taxpayers are eligible for 2 free annual parking permits for the Eastern Ocean Regional Access and Western Ocean Regional Access. The parking permits will be granted only for vehicles registered in the name of the taxpayer, and are not transferable.
Emerald Isle taxpayers must display the appropriate permit sticker on their windshield in order to avoid the parking fee. The permit sticker can not be obtained at the regional beach access facilities, and must be obtained prior to visiting the regional beach access facilities. To obtain your free parking permit, please visit (7509 Emerald Drive) or call (252-354-3424) the Town Administration Building during normal business hours.
Please note: Emerald Isle taxpayers will need to bring their vehicle registration(s) with them when applying for their permit.
Unattended Beach Equipment Exception Permits Now Available
Town ordinances require that all unattended beach equipment (tents, canopies, chairs, volleyball nets, etc.) be removed from the beach between 7 pm and 8 am daily, and Town staff regularly enforce this ordinance. The penalty for leaving unattended beach equipment out overnight is confiscation, so please make sure you remove all unattended beach equipment at the end of the day.
Oceanfront property owners ONLY are eligible for 2 exception permits, and these exception permits can be obtained by visiting (7509 Emerald Drive) or calling (252-354-3424) the Town Administration Building during normal business hours. (Due to beach nourishment and property ownership issues, no exception permits are available for oceanfront property owners located east of the 3000 block. All other oceanfront property owners located west of the 3000 block are eligible.)
Exception permits are available now, and are valid for the entire 2013 season. Please note that the 2011 and 2012 exception permits are still valid, and can be used again in 2013.
New Recycling Containers Delayed; Now Expected at Sound ACE Hardware Later in May
The Town's recycling container manufacturer has experienced significant problems at its manufacturing plant, and has not been able to deliver new roll-out recycling containers to Emerald Isle (that are now required), as was previously expected. The manufacturer recently informed the Town that the new containers should arrive later in May, and the containers will be available at Sound ACE Hardware at that time.
The Town will not take any enforcement actions for non-compliant recycling containers until later this summer in order to provide ample time for property owners to purchase the new containers. We apologize for any inconvenience, and thank you for your patience and cooperation on this issue.
New Trash Collection Schedule
In an effort to reduce the amount of ocean-side trash waiting for new visitors arriving each weekend, and to further our goal to keep the Town looking as clean as possible, the Town has adjusted the trash collection schedule.
The Town's new trash and recycling collection schedule is as follows:
- Mondays: first ocean-side trash collection
- Tuesdays: first sound-side trash collection
- Wednesdays: entire Town recycling collection
- Thursdays: second sound-side trash collection
- Fridays: second ocean-side trash collection.
Ocean-side includes all locations on the south side of NC 58 and Coast Guard Road, and The Point area. Sound-side includes all locations on the north side of NC 58 and Coast Guard Road.
News from Bogue Banks Water Corporation
Bogue Banks Water Corporation, a separate non-profit corporation, operates the water system in Emerald Isle and Indian Beach. Although not affiliated with the Town, the Town maintains an excellent working relationship with Bogue Banks Water Corporation.
Their new 2012 Annual Drinking Water Quality Report has been released, and can be accessed here . Water customers also now have the option of switching to electronic bill notices to replace mailed paper bills. Customers can sign up for this service at www.boguebankswater.com or by calling their office at 252-354-3307.
