Town Board Considering 1-Cent Tax Rate Increase for Community Improvements Package

The Town Board is currently soliciting public input on a potential 1-cent increase in the Town's property tax rate to fund the construction of new bicycle paths along the remaining length of NC 58 and Coast Guard Road, storm water improvements in the Coast Guard Road area, and potentially other minor projects. Two Important Bills Impacting Emerald Isle Filed in the NC General Assembly
At the request of the Town, the County, and others, Representative Pat McElraft has filed two important bills for consideration by the NC General Assembly in the 2013 legislative session.
H300 - Cities / Pubic Trust Rights would clarify that NC oceanfront municipalities have authority to enforce Town ordinances on the public trust area (the typical flat beach strand area between the dunes and the water line). The Town requested this bill in response to legal questions raised by a recent ruling by the NC Court of Appeals and recent legal claims. Emerald Isle and all other NC oceanfront municipalities currently regulate and historically have regulated various activities and structures on the beach strand to protect the public health, safety, and welfare, and this bill simply seeks to clarify municipal authority on the public trust beach areas. H553 - Amend Carteret County Occupancy Tax would make two important changes to provide additional local funding for beach nourishment activities in the future. The occupancy tax rate would increase from 5% to 6% and the distribution formula would change, providing an additional ~$900,000 annually for beach nourishment activities in Carteret County, including Emerald Isle. This bill would help to make up for previously anticipated State funding for beach nourishment that is uncertain, and will hopefully allow the Town to minimize the impact on our property taxpayers in the future. NC 58 Bicycle Path Extension
The Town expects to begin construction of a new 0.4 mile segment of the NC 58 bicycle path in April.
The new segment will extend the path from its current terminus at Hurst Drive to Fairfax Drive, and will be constructed in a manner similar to the existing 4.0 miles of bicycle path along NC 58. The Town received a $100,000 grant from the North Carolina Department of Transportation for this project.
The Town's contractor and Town staff will be working hard to complete the new bicycle path extension prior to Memorial Day weekend.
Resident / Taxpayer Beach Access Parking Permits Now Available
Emerald Isle taxpayers are eligible for 2 free annual parking permits for the Eastern Ocean Regional Access and Western Ocean Regional Access. The parking permits will be granted only for vehicles registered in the name of the taxpayer, and are not transferable.
Emerald Isle taxpayers must display the appropriate permit sticker on their windshield in order to avoid the parking fee. The permit sticker can not be obtained at the regional beach access facilities, and must be obtained prior to visiting the regional beach access facilities. To obtain your free parking permit, please visit (7509 Emerald Drive) or call (252-354-3424) the Town Administration Building during normal business hours.
Please note: Emerald Isle taxpayers will need to bring their vehicle registration(s) with them when applying for their permit.
Unattended Beach Equipment Exception Permits Now Available
Town ordinances require that all unattended beach equipment (tents, canopies, chairs, volleyball nets, etc.) be removed from the beach between 7 pm and 8 am daily, and Town staff regularly enforce this ordinance. The penalty for leaving unattended beach equipment out overnight is confiscation, so please make sure you remove all unattended beach equipment at the end of the day.
Oceanfront property owners ONLY are eligible for 2 exception permits, and these exception permits can be obtained by visiting (7509 Emerald Drive) or calling (252-354-3424) the Town Administration Building during normal business hours. (Due to beach nourishment and property ownership issues, no exception permits are available for oceanfront property owners located east of the 3000 block. All other oceanfront property owners located west of the 3000 block are eligible.)
Exception permits are available now, and are valid for the entire 2013 season. Please note that the 2011 and 2012 exception permits are still valid, and can be used again in 2013.
New Recycling Container Requirements
New Container Shipments Expected at Sound ACE Hardware in April
The Town has experienced a significant increase in the volume of recyclables collected over the past few years, and has experienced more instances of overflowing recyclables.
The Town discontinued the sale of the 18-gallon open recycling bins in late 2012, and all permanent residents and second homes are now required to utilize a minimum of one 40-gallon (or larger) roll-out recycling container. Vacation rental units are now required to utilize a minimum of one 90-gallon roll-out recycling container for each 3 bedrooms in the vacation rental unit. In an effort to reduce the cost for our property owners, the Town has partnered with Sound ACE Hardware to offer both the 40-gallon and 90-gallon roll-out recycling containers at a reduced price. Sound ACE is offering the 40-gallon roll-out recycling containers for $69.99 each (as opposed to the regular price of $84.99), and is offering the 90-gallon roll-out recycling containers for $74.99 (as opposed to the regular price of $99.99).
Demand for the new containers has been higher than anticipated, and Sound Ace has been out of the 40-gallon and 90-gallon containers for the past few weeks. Additional shipments are expected in April, and will continue to be offered at the special sale price by Sound Ace while supplies last. The Town will not take any enforcement actions for non-compliant containers until this summer or later in order to provide ample time for property owners to purchase the new containers.

Trash Collection Schedule Change
Second Collection of Week Switched
In an effort to reduce the amount of ocean-side trash waiting for new visitors arriving each weekend, and to further our goal to keep the Town looking as clean as possible, the Town has adjusted the trash collection schedule.
The Town's new trash and recycling collection schedule is as follows:
- Mondays: first ocean-side trash collection
- Tuesdays: first sound-side trash collection
- Wednesdays: entire Town recycling collection
- Thursdays: second sound-side trash collection
- Fridays: second ocean-side trash collection.
Ocean-side includes all locations on the south side of NC 58 and Coast Guard Road, and The Point area. Sound-side includes all locations on the north side of NC 58 and Coast Guard Road.
The second sound-side trash collection each week, which now occurs on Thursdays instead of Fridays, is very inexpensive and is offered as a convenience to our sound-side property owners. The Town has previously considered eliminating the second sound-side trash collection, however, the savings associated with this change are negligible.
NC 58 Bridge Work Nearing Completion
One Lane Closed Each Weeknight (7 pm - 7 am);
Full Completion Expected by May 23
NCDOT and their contractor, Penhall Company, are nearing completion of a significant bridge construction project on the NC 58 bridge. All work is expected to be complete before Memorial Day weekend!
The worst traffic impacts are behind us, and the remaining work will be completed during night-time hours on weeknights only. With the exception of short-term, sporadic daytime closures between now and completion, both lanes of the bridge should be open 24 hours every weekend and from 7 am - 7 pm each weekday. One lane is closed each weeknight from 7 pm - 7 am, Sunday night through Friday morning.
