FINAL PUBLIC NOTICE

The Town of Emerald Isle has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.

Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:

This project is for the repairs of multiple docks and/or piers and a stormwater discharge location in the Town of Emerald Isle. All work is located in a Coastal High Hazard Area. Confirmation of location in a Coastal High Hazard Area (VE Zone) was determined by the Carteret County Effective Flood Insurance Rate Map, Panel Number: 3720537300L, dated 6/19/2020 and by the Carteret County Preliminary Flood Insurance Rate Map, Panel Numbers: 3720538300K, 3720631400K, and 3720539400K, each dated 6/30/2016. The proposed work conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facility to be impacted by future flooding events due to its location within the Coastal High Hazard Area. The proposed work will take place in Estuarine/Marine Wetland and Estuarine/Marine Deep Water, per the United States Fish and Wildlife Service National Wetlands Inventory but will have a beneficial effect on wetland values.

Proposed Work and Purpose:
The Town of Emerald Isle restored an emergency stormwater discharge location to pre-storm condition by moving 450 cubic yards of beach sand to cover the drainage pipe. The Town also restored Emerald Isle Woods Park pier, Park St Floating Dock, and Cedar Street Sound Pier to pre-storm condition by replacing various damaged components at each site. The Town also completed a demolition at Bluewater Bay Sound Pier by removing all components and not reconstructing. The purpose of these projects is to return the damaged components to their pre-storm condition, allowing for continued recreational use of each facility. The purpose of demolition of Bluewater Bay Sound Pier is to remove and prevent future damage to a facility that is not being regularly used by the public.
Project Alternatives:

Alternative #1 (No Action): The 'no action' alternative would ultimately result in a negative impact on The Town of Emerald Isle. This alternative could result in a negative economic and recreational impact to the area.

Alternative #2 (Repair in-kind): The proposed action preserves the natural and beneficial values of the floodplain by allowing continued use of the area for recreational/educational purposes.
