SUBJECT:           Resolution Authorizing Contracts for Beach Access Walkway Replacements (18th St., Bryan St., Nina St.)

The Board of Commissioners is asked to approve the attached resolution authorizing two contracts for the replacement of the wooden beach access walkways at 18th St., Bryan St., and Nina St. at the February 9 meeting.  The contract for the replacement of the 18th St. beach access walkway is $20,982, and would be awarded to B&P Services, Cedar Point, NC.  The contract for the replacement of the Bryan St. and Nina St. beach access walkways is $44,000, and would be awarded to Barnacle Construction, Goldsboro, NC.

The Town maintains more than 60 wooden beach access walkways along the Town’s ~12 miles of beach, and some of the walkways are now more than 20 - 30 years old.  The Town has been attempting to replace 2 or 3 walkways per year for the past several years, and the attached resolution authorizes the replacement of 3 additional walkways this winter / spring.  Town staff conduct annual ratings of all wooden beach access walkways, and assign a rating of 1 – 10 (10 being the best condition) to each walkway.  The beach access walkways at Bryan St. and Nina St. both received a “3” rating, and the 18th St. walkway received a “4” rating.  These walkways currently have the lowest ratings in the Town’s system.

Town staff solicited price quotes in January, and received 2 quotes for each walkway, and the attached memo from Alesia Sanderson, Parks and Recreation Director, includes a breakdown of the quotes for each walkway from each company.  Alesia Sanderson has reviewed the scope of work with both contractors and checked references, and is satisfied that they have a complete understanding of the scope of work and can complete the work in a responsible manner for the Town.

The FY 15-16 budget includes a total of $50,000 for beach access walkway replacements, so this work exceeds the budget estimate by nearly $15,000.  A separate General Fund budget amendment includes the additional funds necessary to complete the replacement of all 3 walkways.  

Work on the three walkways will begin later in February, and our goal is to complete all work by the end of April, if not sooner.

I recommend approval of the attached resolution.
