SUBJECT: Resolution Authorizing Purchase of Fire Department SCBA Equipment
The Board of Commissioners is asked to approve the attached resolution authorizing the purchase of new self-contained breathing apparatus (SCBA) and associated equipment from Newton’s Fire and Safety Equipment, Inc., Swepsonville, NC, in the amount of $154,200.
These funds will be used to purchase 24 new self-contained breathing apparatus (air-packs) and associated equipment (spare cylinders, face masks, and other) for EIFD personnel. The new equipment will replace existing air-packs that are more than 17 years old, and will enhance the safety of our firefighters on-scene.
Under NC purchasing laws, the purchase of equipment with a value greater than $90,000 requires the use of a formal, competitive bidding process. However, NC law (NCGS 143-129(e)(6)), also includes an exception for the purchase of apparatus, supplies, materials, or equipment when: (i) performance or price competition for a product are not available, (ii) a needed product is available from only one source of supply, or (iii) standardization or compatibility is the overriding consideration. The Fire Department has evaluated numerous SCBA equipment in recent weeks, and has identified the MSA G1 product as the best choice for the department. Because the MSA G1 product line is only offered by one vendor for our region, the UNC School of Government has confirmed that this purchase qualifies for the exception in NCGS 143-129(e)(6).
This purchase is funded primarily by a grant from the US Fire Administration in the amount of $146,858.
