SUBJECT:           Special Presentation – Emerald Medal for Heroic Actions Assisting Swimmers in Distress

Mayor Barber will present the very first civilian medal awarded by the Town since the Board adopted the new Civilian / Employee Commendation Program (in July 2017) to 4 deserving young men at the October 10 meeting.

On August 20, four young surfers – Connor McLeod, Logan Glanden, Cooper Hanford, and Cannon Tootle – rescued a woman and her young son who had been caught in a current and were pulled toward the Bogue Inlet Pier pier pilings.  The woman and her son were scared and clinging to the barnacle-encrusted pilings as ocean waves continued to roll in, and the four young surfers quickly responded and brought both individuals to shore where they were treated by EMS personnel and released.  (The attached nomination form includes additional details about their actions on August 20.)  Had the 4 young men not reacted so quickly and courageously, the outcome could have been much different.  The Town greatly appreciates the selfless acts of the 4 young men, and all civilian rescuers on the beach strand. 

The nomination of the 4 young men was submitted by Lt Col Carl McLeod, and was reviewed by the Town’s Commendation Review Committee that consists of Mayor Barber, Commissioner Finch, Fire Chief Walker, Police Chief Reese, and me.  The Committee reviewed the facts of the case, sought additional testimony from witnesses and the victims, and considered these actions in the overall context of the Town’s new Civilian / Employee Commendation Program, and unanimously recommends award of the Emerald Medal.

The 4 young men, their families, and friends will attend the October 10 meeting for the formal presentation of the Emerald Medal.
