SUBJECT:           Resolution Authorizing Grant Application for Fire Department Air-Packs

The Board of Commissioners is asked to approve the attached resolution authorizing an “Assistance to Firefighters Grant” (AFG) application to the US Fire Administration.  The attached resolution authorizes a grant application in the amount of $198,535, to be matched with $10,450 from the Town.

If awarded, these funds will be used to purchase 24 new self-contained breathing apparatus (air-packs) and associated equipment (spare cylinders, face masks, and accountability trackers) for EIFD personnel.  The total cost of this equipment is $208,985.  The new equipment will replace existing air-packs that are more than 17 years old, and will enhance the safety of our firefighters on-scene. 

The open application period for the AFG program is expected to open later in November or December, and we hope to learn whether or not we have been selected by summer 2016.  The required 5% local match will be included in the FY 16-17 Recommended Budget.  If the Town is not awarded a grant, we will attempt to phase in the purchase of replacement air-packs in the annual Fire Department budget over the next few years.  Chief Walker is optimistic that we will receive the requested grant funding.  The Board may recall that the Town received a nearly $93,000 grant from the AFG program in FY 10-11 for the purchase of new turn-out gear for EIFD personnel.
