Request for Proposal - Senator Jean Preston Memorial Park Inclusive Playground

Project Description: The Town of Emerald Isle is constructing a playground at the Senator Jean Preston Memorial Park thanks to a grant from Trillium Heath Resources for an inclusive playground. The new playground will be constructed in an area approximately 50’ x 50’ with possible expansion of play area based on proposed design. Project design must be approved by Trillium by March 15, 2016 with project completion required by April 30, 2016.

Proposal Format:  Qualifying proposals for this RFP must include all items listed in Section A: Inclusive Playground Specifications. All proposals should include detailed cost information according to the specifications as well as all applicable labor, installation, freight, taxes and related appurtenances.

Please be advised that this is a request for proposal process, not a straight bid or quote process. Proposal reviewers will take into account factors such as design, product specification, warranty information and company history with the Town of Emerald Isle in regard to selection. It is our desire to select a product that provides the community with the best value and the most play components while meeting the needs of individuals with varying abilities.

Qualifying proposals must be received by 10am, Thursday, March 3, 2016 at which time they will be opened.

Section A: Inclusive Playground Specifications

·       Play equipment units for Ages 2 – 5 and for Ages 5 – 12 or one unit that accommodates ages 2 – 12. Play equipment should include play or visual panels where possible to create a more inclusive atmosphere including sensory equipment,.

·       Swings: A combination of 4 – 6 swings that will accommodate tots, youth/adult, and adaptive that will allow for physical support of those with special needs.

·       Play component layout, additional play equipment, height, and design is open to the vendor’s creativity provided the layout and equipment meets all required safety standards.

·       All proposed equipment must be American Society for Testing and Materials (ASTM) certified, must meet Consumer Product Safety Commission (CPSC) standards, must be International Play Equipment Manufacturers Association (IPEMA) certified, and must meet Americans with Disabilities Act (ADA) standards.

·       No equipment shall include electronics devices due to proximity to harsh salt water environment.

·       No canvas or other umbrella type shade structures should be included due to location of park and incidences of high wind loads that cause safety concern.

·       The surfacing requirement is poured in place rubber with colors to coordinate with equipment. The entire surfacing area should meet all fall requirements.

·       The sub grade should contain appropriate grading for drainage.

·       The play area must be ADA accessible and the play facility must provide a variety of components that will encourage and allow for inclusive play for all individuals and must consider varying ranges of physical and mental abilities.

Minimum required items for proposal:

1.    Detailed product specification and warranty information with color designs

2.    Site plan

3.    Detailed quote for project

4.    Approximate timeline of project from notice to proceed

5.    Proof of Insurance Coverage

Financial Information:

The Senator Jean Preston Memorial Park project is under the scope of a Trillium Health Resources grant in the amount of $225,000. The total project budget, net of North Carolina sales tax, should not exceed $225,000 for all equipment, surfacing, site preparation, installation, shipping, all items listed in Section A: Inclusive Playground Specifications.


·       The Town of Emerald Isle is not responsible for equipment, construction materials, or tools stored at the site during construction.

·       Contractor shall provide all barricades, security, signage, and any other materials necessary to control vehicles and pedestrians and to protect the area while equipment installation and work is in progress. The Contractor shall insure a secure work site at the end of each day to protect the public from potential injury.

·       Employee safety and liability will be the responsibility of the contracting agency. The Town of Emerald Isle will not assume responsibility for employee injuries on the job site.

·       Contractor is responsible for all debris removal from the work site.

 Other park improvements may be occurring at the same time, and we will expect the various subcontractors to cooperate with one another.

·       The Town of Emerald Isle reserves the right to reference the Contractor to determine the capability of the contractor to perform the requirement of the project.

·       Town of Emerald Isle reserves the right to reject any proposal that does not meet the criteria listed herein or through reference lacks the capability to perform the requirements of the project.

·       This Request for Proposal does not commit the Town of Emerald Isle to award a contract for services, or to pay any costs incurred in the preparation of a proposal package.
