Frank Rush - Emerald Isle Town Manager

Frank Rush serves as the Town Manager of Emerald Isle, North Carolina, bringing more than 30 years of experience in municipal leadership. As the town’s chief administrative officer, he oversees day-to-day operations, implements policies set by the Board of Commissioners, and ensures the delivery of efficient, responsive public services. Known for his commitment to transparency, fiscal responsibility, and community engagement, Frank approaches his role with the guiding philosophy: “Nice matters.”

Frank was reappointed as Emerald Isle’s Town Manager in 2025, marking his second tenure in the position. He previously served from 2001 to 2018, leading the town through significant growth, infrastructure development, and successful hurricane response efforts. His leadership helped shape Emerald Isle into the welcoming, family-friendly destination it is today.

Between his two terms in Emerald Isle, Rush held city manager roles in South Lake Tahoe and Big Bear Lake, California—both resort towns requiring expertise in tourism management, environmental stewardship, and intergovernmental coordination. Upon returning to North Carolina, he served as Town Manager of Cape Carteret from 2022 to 2025, where he focused on public communication, infrastructure improvements, and community connectivity projects.

Frank holds a Bachelor of Arts in Environmental Studies from SUNY Binghamton and a Master of Public Administration from North Carolina State University. He has also completed advanced municipal leadership training through the UNC School of Government.

Throughout his career, Frank has been recognized for his steady leadership, thoughtful decision-making, and people-first approach. He is deeply committed to preserving Emerald Isle’s charm and quality of life, while continuously improving town services and operations.

Frank and his wife Suzanne have been married for over 25 years and are proud parents of two grown sons. A longtime resident of the Crystal Coast, he brings both professional expertise and personal passion to his role—working each day to serve the community he calls home.
