During the Emerald Isle Board of Commissioners meeting on August 12, 2025, the following actions were taken. 

NOTE: Official minutes will be produced, reviewed, and approved at the next open public BOC meeting.

• Mayor Holland, Mayor Pro-Tem Taylor, and Commissioners Brownlow, Sanderson, Sawyer, and Wootten were present. Town Manager Frank Rush, Town Clerk and Human Resources Specialist Jennifer Welborn, and Town Attorney Marc Celotto were also present.
• Mayor Holland led the Pledge of Allegiance and opening prayer.
• Public Comment was held with five commenters from 6:08 to 6:22 PM.
• Mayor Holland reviewed follow-ups to public comments from the July 8, 2025 Board of Commissioners meeting and paper copies were available.
• There were no conflicts of interest identified for any topics on the agenda.
• The Board unanimously adopted the agenda.
• Police Chief Mike Panzarella introduced two new fulltime police officers, Nathan Barker and William “Riley” Klein.
• Mayor Holland reviewed the public announcements and Town happenings. 
• Commissioner Brownlow recessed from the meeting at 6:30 PM and was subsequently and unanimously excused at 6:39 PM.
• The Board approved items on the Consent Agenda with a 5-0 vote.
• The Board held a public hearing with zero speakers and approved the Ordinance Amending Chapter 8: Nonconformities of the Unified Development Ordinance to Allow the Replacement of Legally Nonconforming Decks in a 5-0 vote.
• The Board held a public hearing with three speakers and unanimously approved the Ordinance Amending Chapter 2: Administration of the Unified Development Ordinance to Exempt the Removal of Dead Trees from Permit Requirements.
• Item 14. Ordinance Amending Chapter 10 – Business Regulations – of the Code of Ordinances to Establish “Emerald Isle’s Backyard Social District” at K&V Plaza Shopping Center was removed from the agenda prior to the meeting. 
• The Board unanimously approved the Ordinance Amending Chapter 9: Nuisances of the Code of Ordinances to Define and Authorize Removal of Hazardous Vehicles.
• The Board unanimously voted to table the Planning Board and Board of Adjustment appointments until their September 9, 2025, meeting so that all Commissioners could be present.
• The Board unanimously re-appointed Pastor Clay Olsen to the EI Parks and Recreation Association, Inc.
• The Mayor, Commissioners, Town Attorney, Town Manager, and Town Clerk entered into a closed session at 7:09 PM pursuant to NCGS 143-318.11(a)(3) (Attorney-Client Privilege) and NCGS 143-318.11(a)(5) (Potential Real Property Acquisition).
• The meeting unanimously adjourned at 8:06 PM.
